MacWhisper's feature list says all transcription is done on your device; Pro can also connect cloud transcription services if you choose to. VoxFlow Pro for Mac has no cloud option at all and works with Wi-Fi off.
MacWhisper is mostly bought for file transcription, and it is very good at it. People search for an alternative when the job is smaller: they want to dictate an email, a message or a note without opening a transcription app, choosing a model or deciding whether 65 EUR is worth it for that one feature. If that is you, a single purpose dictation app is easier to live with. If you transcribe interviews, lectures or videos, MacWhisper is the better tool and VoxFlow will not replace it.
You can keep MacWhisper installed; just give the two apps different shortcuts. VoxFlow is signed with a Developer ID issued to BIT Technology s.r.o. and notarized by Apple, and the download page lists the SHA-256 checksum.
